The Government of the People’s Republic of Bangladesh (GOB) has received a loan from IDA Additional Finance (IDA Credit no. 5769-BD) for “Support to Capacity Building of Bangladesh Economic Zones Authority” and it is intended to apply part of the proceeds of the loan to appoint a reputed International Consulting Firm for conducting Feasibility study of Twelve Economic Zones.
The Consultant-Firm should have at least 10 (Ten) years of experience in feasibility /pre-feasibility studies, demand surveys, financial economic technical social and environmental assessments preferably with economic/industrial zones, large size industrial parks, or Export Processing Zones in developing countries. The firm should also have experience of implementation, knowledge and understanding of the operation of industrial zones or EPZs, verifiable success in the delivery of high-quality outputs within time and budget constraints.
The firms may associate to enhance their qualifications, but should mention whether the association is in the form of a “joint-venture”, or of “sub-consultancy”. All members of such association should have real and well-defined inputs to the assignment and it is preferable to limit the total number of firms/institutes in the association to three.
EOIs will be reviewed for preparation of a shortlist on the basis of (a) Registration year/Age of the firm; (b) Availability of appropriate skills among staffs; (c) Demonstrated capacity to handle such assignment; (d) Solid Experience in pre-feasibility/feasibility study (similar nature, complexity, size etc.); (e) Financial solvency.Expected Team of Experts
