INFORMATION FOR APPLICANT

| Brief Description of Assignment |
: |
- Provide operational advice on procurement related all issues
- Ensure that procurement process follows Public Procurement Act and Public Procurement Rules and World Bank guidelines.
- Assist PIU with planning, preparation, implementation and monitoring of its Annual Procurement Plans
- Assist preparation of pre-qualification and tender documents, including with their review and issues
- Assist pre-qualification and short listing of contractors
- Participate in clarification/pre-tender meetings, pre-proposal meetings, etc with prospective bidders as required
- Act as a member of tender evaluation committees. This will include evaluating bids with other committee members, assisting in preparing and reviewing evaluation reports and proposing contract awards in accordance with Public Procurement Rules
- Assist PIU in handling complaints, if any, including suggesting remedial/corrective actions
- Assist contract management of the procurement items.
- Any other procurement related tasks assigned by PIU management

| Experience, Resources and Delivery Capacity Required |
: |
• Master’s in Procurement/economics/ statistics/ finance/ business administration/ management/law/B. Sc. Engineering or other relevant subject;
At least 15 years of work experience in public procurement with 8 years in the capacity of Procurement Consultant;
• Proven working experience on procurement following IDA Guideline, PPA 2006 and PPR 2008;
• Experience on preparation of training module & schedule and providing training on PPA 2006 and PPR 2008;
• Training in e-GP and experience in e-Procurement as per PPA 2006 and PPR 2008;
• Previous work experience in IT related project will be preferred;
• Good computer skill on MS Word, MS Excel, Power Point;
• Any procurement related publication will be added advantage;
• Fluency in English language and good communications skills
