Brief Description:
The Government of Bangladesh is implementing the Municipal Governance and Services Project (MGSP) amongst other through Bangladesh Municipal Development Fund (BMDF). This IDA-funded project aims to improve municipal governance and basic urban service provision in participating Urban Local Bodies (ULB). Dhaka North City Corporation (DNCC) is seeking MGSP financing through BMDF for eligible subprojects. In this capacity, DNCC is looking to hire a International ICT consultant to provide support and technical assistance to Project Implementation Unit (PIU) in preparing and implementing Smart City subprojects to improve municipal governance and basic urban service provision. 2. Duties and Responsibilities: The detailed scope of works are available in Terms of Reference (ToR)
Educational background
Master’s degree or equivalent in computer engineering, computer science, information technology, geographic information, ICT technologies. |
| Experience, Resources and Delivery Capacity Required |

Experience
• S/he must have minimum of 12 years of experience in the area of ICT including 2 years international experience. In particular, experience with GIS project, government project planning, project procurement (drafting tender /bidding document), project execution and project audit/ assessment is preferred.
• S/he must have minimum 8 years of spatial database management, system analysis and design experience in the area of GIS/ICTs and/ or e-Government.
• S/he must have excellent knowledge of Geographical Information Systems with specific working experience with holding taxation necessary. Experience with e-Government, urban planning with municipal service delivery system and smart city project for public organization is preferred.
• S/he must have good knowledge in project related to inventory and estate management and trade license services.
• Excellent knowledge of the international procurement practices for ICT project is preferred.
• Excellent communication and writing skills in English

Detailed requirement are mentioned at Terms of Reference (ToR) which will be available at Project Director’s office at office time from 9.00 a.m. to 5.00 p.m. during working days within 28/03/2018 and DNCC’s website (www.dncc.gov.bd). The interested individuals are requested to submit their resume during office hours on week days in a sealed envelope clearly marking their position with a one page cover letter expressing why the incumbent is suitable for the assignment. The application with attested copies of academic attainments would be submitted to the office of the Project Director, Dhaka Integrated Urban Development Project (DIUDP), DNCC, Dhaka on or before 28/03/2018, within 12.00 PM.
