| Brief Description of Assignment |

"Request for Expression of Interest (EOI) for Selection of MIS Analyst (Research) (Contract Package No.S-17-2)
The scope of work includes but not limited to: (i) Receive, register and file all reports coming from districts; (ii) Assist Capacity Building Specialist in conducting training program and evaluation; (iii) Assist Capacity Building Specialist in conducting training need assessments; (iv) Assist Capacity Building Specialist in producing training materials; (v) Control quality of data collected for research; (vi) Cross-check that such rep orts have been correctly and duly filled in; (vii) Ensure that incoming data from reports is regularly and promptly entered into the project MIS; (viii) Assist All Senior Specialists; (ix) Conduct research as assigned; (x) Run verification checks across the MIS to ensure consistency in the database; (xi) Carry out other tasks assigned to him/her by Senior MIS Specialist and Senior Monitoring & Evaluation Specialist; (xii) Carry out other tasks assigned to him/her by DPD/PD; (xiii) Discharge secretarial functions, as and when required; and (xiv) Support functioning of the UP Helpline by providing relevant LGSP-3 related information. Details are provided in the Terms of Reference (TOR) of the assignment." |

"The qualifications and experiences required for the assignment are:
• Masters in economics, statistics, civil engineering or equivalent discipline with seven years practical experience or a bachelor degree with ten years practical experience in database maintenance, statistical and economic analysis of which 5 years in GoB and IDA supported project and also 2 years practical working experience on Web Based Management System are preferable.
• Have sound working knowledge with Local Government Institutions (LGIs)/Other GoB institutions or extensive working experience in development activities. Excellent computer skills and ability to provide ICT support, office software, internet and software applications. Typing skill both in Bangla and English is must. Fluency both in English and Bangla is desirable. |

"The Local Government Division now invites eligible Applicants to indicate their interest in providing the services. Applicants are invited to provide information indicating that they are qualified to perform the services (complete CV with other details and expected remuneration).
The Consultant will be selected using the Selection of Individual Consultants method in accordance with “The World Bank’s Procurement Regulations for IPF Borrowers (July 2016)”. It is expected that the services will be commenced in March, 2018 and shall be completed on December, 2021 at the office of the undersigned.
Interested Applicants may obtain the Terms of Reference (TOR) upon request from the address provided below either by e-mail or in person during the office hours. The TOR is also available at the LGSP-3 website (www.lgsplgd.gov.bd) and LGD website (http://www.lgd.gov.bd).
Expression of Interest (EOI) (2 copies) must be submitted, along with copies of certificates and supporting documents, by the applicant on or before 28th February, 2018 within 2:00 PM in a sealed envelope delivered to the undersigned and be clearly marked “Expressions of Interest for Selection of MIS Analyst (Research)”. In addition, submission of EOI in soft copy through email to lgsp3.lgd@gmail.com or in CD/DVD along with the hard copy of EOI is encouraged.
