Brief Description of Assignment |
: |
1. The Government of the People's Republic of Bangladesh has received financing from the World Bank toward the cost of the Investment Promotion and Financing Facility II (IPFF II) Project and intends to apply part of the proceeds for consulting services.
2. Bangladesh Bank through its cell named IPFF II Project Cell, is implementing the project on behalf of Finance Division, Ministry of Finance.
3. The main objective of the this consultancy is to provide the IPFF II Project Cell of Bangladesh Bank with specialized technical support regarding aspects pertaining to the procurement of goods and services for IPFF II Project in line with the policies and procedures of the Government of Bangladesh and the World Bank.

4. The consultancy will be for a period of 24 months starting from the date of contract signing. However, the duration of the contract may be increased or decreased depending on the performance of the consultant, project’s needs and budget.
5. The IPFF II Project Cell, Bangladesh Bank now invites eligible applicants to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

6. Qualification and Experience of the consultant:
a) At least B. Sc. in engineering or Masters in Economics/Statistics/Finance/Business Administration/Management/Procurement/Law or any other relevant field. Professional degree in Procurement from any internationally recognized institution will be given preference.
b) At least fifteen (15) years general work experience including ten (10) years of experience in the field of procurement in a public/autonomous/international organization where the responsibility substantially covers the procurement of goods and services. Candidates having experience as consultant in the field of procurement in similar World Bank aided project will be given priority.
c) Sound understanding of principles underlying good procurement practices; procurement guidelines of international agencies; procurement rules and procedures of the Government of Bangladesh; ability to identify and resolve procurement issues.
d) Excellent communication (both oral and written) in Bangla and English, interpersonal and computer skills and strong negotiation skills.

8. The consultant would be selected following the World Bank Procurement Regulations for IPF Borrower, July 2016
9. The attention of interested Consultants is drawn to Section III, paragraphs,3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

11. Applicants are requested to submit Expression of Interest along with financial offer in a sealed envelope.
12. The deadline for submission of EOI is March 19, 2018 upto 3.00 p.m.
13. The procuring entity reserves the right to accept or reject any or all of the EOI or annul the EOI process at any stage, at its sole discretion without assigning any reason(s) whatsoever and without incurring any liability to the affected applicants(s).
