| Brief Description of Assignment |

The Consulting Firm will be responsible for supplying Licensed Oracle database, Design, Development, Installation, Customization, Testing, Commissioning, Data Migration and Implementation of web based Software & Database Development for the Ministry of Public Administration(MoPA) which include
1. Design, develop and data migration for Personal Management Information System (PMIS) web based applications:
a. PMIS for Admin Cadre officer, DS and above from others Cadre officers;
b. PMIS for All Cadre Officers.
2. Design, develop and data migration for Website.
3. Design, develop and data migration for MoPA e-Applications. MoPA e-Applications contain the following modules:
a. Maintaining & monitoring of audit objections;
b. Budgetary allocation & expenditure;
c. Pension cases;
d. Accommodation allotment;
e. Wealth statement of officials;
f. Disciplinary actions taken against officials;
g. Corruption report of officials,
h. Leave/lien/deputation information of officials;
i. Legal cases lodged against MoPA;
j. Organization & Management of Post creation/Recruitment/Vacant post;
k. Annual census of Government Officials;
l. Maintaining disbursement of Car Loans;
m. Grants of Officials;
n. Annual Confidential Record (ACR) Management;
o. Sanction Post (Ministry/Division, Directorates/Dept., Field Posting, Deputation, Project etc.);
p. Payroll;
q. Online reporting systems.
r. Web based store management system;
s. Web based type speed test and exam management system; and
t. Web base telephone directory management system with mobile app.
4. Licensed Software
a. Oracle Database Enterprise Edition (latest version);
b. WebLogic Suite (latest version); and
c. Oracle Linux Premier Limited, Oracle VM Premier Limited.

Intending Firms have to submit the following documents:
(a) Brochure summarizing their facilities, areas of expertise; Up-to-date Trade License & Income Tax Clearance Certificate; Firm's registration ,VAT registration and Bank Solvency Certificate;
(b) Experience of minimum 05 (Five) years in Software Development and IT Solution;
(c) Experience in web based application development, Database Design & Development by Oracle, SMS and Email integration within last 3 years;
(d) Description of similar completed and ongoing assignment;
(e) List of regular payroll employees with the respective responsibilities;
(f) The bidder has successfully completed at least 2 (two) contracts of supply, installation and commissioning of similar Goods and Services including MIS Hardware & Equipment and related RDBMS in reputed organization(s) within the last 5 (five) years from the date of RFP publication. The value of supply under any one contract should be at least equivalent to Taka 5,00,00,000.00 (Taka five Core only) within last 5 (five) years. i.e. years counting backward from the date of publication of Tender;
(g) Bidder must provide minimum one completion certificate mentioning Relational Database Management System (RDBMS) Installation with satisfactory support;
(h) Shall have minimum BDT 5,00,00,000.00 (Five Core) liquid asset and/or line of credit facilities from a schedule bank. Certificate from concerned schedule bank or Audited Report has to be submitted;
(i) The Tenderer must have vendor certified resource personnel (Minimum 1 for DBA & 2 for Server/Storage) for the proposed system/solution; and
(j) The service provider should be accredited with at least CMMi Level 3 valid certification in Software Development. Certified from concerned organization has to be submitted.

Submission of EOI should be done in closed format bearing the name and address of the firm, EOI no, and date and be addressed to the EOI issuing Authority in 2 (two) copies; 01 (one) marked as “ORIGINAL” and other as “COPY” in separate envelopes in the form of book binding. Both the “ORIGINAL” and “COPY” shall have to be covered within a single envelope. The applicant shall have to mention the page number serially in every page of submitted EOI document. |
