In a heartfelt ceremony at the BPPA conference room, the contributors were honored with crests and letters of recognition, celebrating their professionalism, commitment, and invaluable guidance throughout the reform process. Secretary, IMED, Mr. Shirajun Noor Chowdhury, attended the event as Chief Guest, while BPPA’s Chief Executive Officer, Mr. S. M. Moin Uddin Ahmed, presided over the programme. The Secretary expressed his deep appreciation for the efforts that made the enactment of PPR, 2025 possible. “It is good that the task has been accomplished. If necessary, revisions may follow. But taking the first step is truly commendable,” he remarked. In his address, the CEO noted that BPPA extends its deepest gratitude to all contributors and looks forward to their continued guidance as Bangladesh advances toward a more modern, sustainable, and citizen-centric public procurement system. On 2 December 2025, the atmosphere at BPPA was one of celebration and shared pride. The honorees were visibly delighted as they received their crests and recognition letters. Smiles filled the room as they posed for group photographs, reflected on the journey, and enjoyed a warm luncheon hosted by BPPA. The gathering highlighted not only their collective achievement but also the spirit of partnership that made the reform possible. While lauding the contributions of the Technical Working Group (TWG) members in bringing the Public Procurement Rules (PPR), 2025 to fruition, the Chief Executive Officer (CEO) of the Bangladesh Public Procurement Authority (BPPA), Mr. S. M. Moin Uddin Ahmed, also offered appreciation to the e-GP EOM team of Dohatec. Speaking on 2 December 2025 as the chair of a ceremony organized by BPPA the CEO acknowledged the cooperation, dedication, and technical precision of the e-GP EOM team, led by Mr. Nazmul Islam Bhuiyan. In a letter of recognition issued to the Team Leader, the CEO noted, “The sincerity and professionalism demonstrated by you and your team in responding to stakeholder needs for these documents are truly commendable, and your efforts remain unmatched.” The enactment of PPR, 2025—along with the amended Public Procurement Act, 2006 on 28 September 2025—marks a transformative milestone in Bangladesh’s public procurement landscape. This achievement is the culmination of a rigorous and highly coordinated process that brought together experts, practitioners, and stakeholders from across the procurement ecosystem. The success of this reform journey was made possible through the active engagement, thoughtful recommendations, and sincere cooperation of the TWG members, who devoted their time and expertise to address longstanding gaps. For years, the Public Procurement Rules, 2008 (amended in 2016) posed several operational challenges, including the long-debated ±10% price cap under OTM for procurement of national Works, persistent price parallels among tenderers, and repetitive uniformity in work awards. Through extensive consultations and evidence-based analysis, these constraints have now been removed, clearing the way for a modernized, dynamic, and reform-driven regulatory framework. Today, PPR, 2025 has been widely welcomed across sectors. It is expected to significantly enhance transparency, competition, efficiency, and accountability throughout the public procurement system. This accomplishment belongs to everyone who contributed to the process. Their professionalism, dedication, and unwavering commitment to improving public procurement have laid a strong foundation for the future.
