| Brief Description of Assignment |
: |
The objective of the consulting services is to achieve the efficient and proper preparation and implementation of the Project through the following main works:
(a) Detailed design
(b) Tender Assistance
(c) Construction supervision
(d) Facilitation of implementation of Environmental Management Plan (EMP) and Environmental and Monitoring Plan (EMoP)
(e) Technology transfer to CWASA etc.
Objectives and the Project Components related to this Consulting services are outline below:
• Construction of Intake Facilities (147,000 m3/day)
• Construction of Conveyance Pipeline (DN 1200mm, 600 m)
• Construction of Water Treatment Plant (140,000 m3/day)
• Construction of Sludge Treatment Plant (37.32 ton/day)
• Construction of Surge Tank (3 Nos)
• Construction of Staff Quarter & Office Building.
• Transmission Pipeline-1 (DN 1200mm, 36km & DN 700mm, 0.5km)
• Transmission Pipe line-2 (DN 1000mm, 29km)
• Boosting Pump Stations-1 (Near Sitakundo)
Capacity- 140MLD (5833.34 m3/hr.), Storage Time- 1.5 hrs, Reservoirs- 8750 m3
• Boosting Pump Stations-2 (Near BSMSN area)
Capacity- 100MLD (3750 m3/hr.), Storage Time- 1.5 hrs, Reservoirs- 5625 m3
• Distribution Pipe lines (20km)
• Installation of Mechanical & Electrical (equipment to each facility)
Scope of Consulting Services:
The scope of this Consultancy services to be undertaken shall cover all but not limited to :
(a) To undertake of Preparatory Survey Report
(b) To undertake Detailed Design which include civil, structural, process, hydraulics computation and analysis, mechanical & electrical design etc.
(c) Detail topographic surveys of all work sites and pipelines routes; preparation of the technical specifications for the procurement of goods and works contracts.
(d) To prepare detail drawings and BOQ; tender documents for all bidding packages of the project in compliance with the Guidelines for Procurement under PPR-2008/PPA-2006 and assist CWASA in all stages of tender administration process.
(e) Extensive management of project implementation including construction supervision, progress monitoring, bill certification and budget control etc.
(f) To update facilitation of implementation of environmental management plan (EMP) & Preparation of Resettlement Action Plan (RAP).
(g) To undertake technology transfer to the staff of CWASA
(h) Construction supervision & contract management up to final acceptance after Defect Liability Period etc. for efficient Conveyance, Treatment, Transmission & Distribution to Bangabandhu Sheikh Mujib Silpa Nagar and Sludge Management System. |

The Consultant must have the experience of providing Consultancy Services for preparation of detailed engineering design and procurement documents complying with procurement guidelines of GoB’s Public Procurement Rules (PPR)-2008/PPA-2006; in Design, Build, Construction Supervision and Contract Management; and successful commissioning of similar type of facilities and services as mentioned in serial 16 |

The expression of interest must include the following information that would lead in preparing short listing:
1) Background of the Firm(s) with brochures etc.
2) General and Overall experience of the Firm(s).
3) Experience in similar projects of comparable size, complexity and technical specialty of firms in the required area.
4) Experience in developing countries under same environmental and geographical conditions.
5) Annual Turnover of the firms for the last five years along with audit report.
6) Nature, total cost, total inputs in terms of man-month indicating area of expertise, employer, and location of the similar works in hand, if any.
7) Summary of permanent professionals with key qualifications in the fields of major components of the project as well as scope of work as mentioned in serial 16.
8) While indicating information relating to above serial 18 (3), it shall be made clear whether the responsibility of the firm was in the capacity of a principal firm or as one associated with a principal firm.

Consultant may associate with other Consultants to enhance their qualifications.Interested Consultants are invited to provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar study and operating conditions, availability of appropriate professional qualification and experience among staff, etc.). Consultant without having eligible criteria should not apply for EOI. A Consultant will be selected in accordance with the Consultant Selection Guidelines of GoB’s Public Procurement Rules (PPR)-2008/PPA-2006.
